4)   RECOGNIZE EMPLOYEE OF THE MONTH

Mayor Gary Chumley congratulated Street Department employee, Corey Jones, for being selected Employee of the Month for November 2014 and thanked him for his superior performance. Mayor Chumley presented Corey a certificate of appreciation. Corey told the Council that he enjoys working for the City of Gatesville.

6)   CONSIDER THIRD AND FINAL READING OF ORDINANCE NUMBER 2014-11 TO SET FEES AND REGULATIONS FOR THE GATESVILLE CIVIC CENTER AND THE CITY AUDITORIUM

City Manager Roger Mumby said that there have been no changes to this ordinance since the second reading and recommended that the Council approve the third and final reading.

Councilmember Burrow asked Mr. Mumby if he had heard from any of the local private venues that have these types of rental facilities and Mr. Mumby said that “no” he had not.

 

Mayor Chumley asked if there was any further discussion or comments and there were none.

RESOLUTIONNUMBER2014-113      - approve the third and final reading of Ordinance Number 2014-11 to set fees and regulations for the Gatesville Civic Center and the City Auditorium.

 

7)   CONSIDER APPROVAL OF JANUARY 2, 2015 AS A CITY HOLIDAY FOR THIS YEAR ONLY

City Manager Roger Mumby recommended approval of Friday January 2, 2015 and Friday December 26, 2014 as holidays this year only since the authorized holidays for Christmas and New Years fall on Thursday. The county has approved December 26th as holiday for this year only also.

8)   CONSIDER RESOLUTION TO DESIGNATE AUTHORIZED SIGNATORIES FOR CONTRACTUAL DOCUMENTS AND DOCUMENTS FOR FUNDS PERTAINING TO THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM CONTRACT NUMBER 7214189

City Manager Roger Mumby stated that this resolution is part of the administrative process for the project to replace sewer lines and manholes on the west end of town. This resolution is required as part of the grant qualification procedure.

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF GATESVILLE, TEXAS, DESIGNATING AUTHORIZED SIGNATORIES FOR CONTRACTUAL DOCUMENTS AND DOCUMENTS FOR REQUESTING FUNDS PERTAINING TO THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (TxCDBG) CONTRACT NUMBER 7214189.

WHEREAS, the City of Gatesville, Texas has received a 2014 Texas Community Development Block Grant award to provide sewer improvements, and;

WHEREAS,itisnecessarytoappointpersonstoexecutecontractualdocumentsanddocuments forrequestingfundsfromtheTexasDepartmentofAgriculture,and;

 

WHEREAS, an original signed copy of the TxCDBG Depository/AuthorizedSignatories DesignationForm(FormA202)istobesubmittedwithacopyofthisResolution,and;

 

WHEREAS,theCityofGatesville,Texasacknowledgesthatintheeventthatan authorized signatoryoftheCitychanges (elections,illness,resignations,etc.),theCitymustprovideTxCDBG withthefollowing:

  • aresolutionstatingwhothenewauthorizedsignatoryis(notrequiredifthisoriginalresolution namesonlythetitleandnotthenameofthesignatory);and

  • arevisedTxCDBGDepository/AuthorizedSignatoriesDesignation

9)   CONSIDER POLICE DEPARTMENT PURCHASE OF BODY CAMERAS USING FORFEITURE FUNDS

Police Chief Nathan Gohlke stated that the Police Department has four body cameras that were purchased about a year ago by private donation. Chief Gohlke said that the cameras have been an excellent tool but must be shared between twelve or thirteen police officers. Chief Gohlke proposed buying eleven cameras using Forfeiture Funds which would allow each officer to be issued a camera. Chief Gohlke discussed how the cameras are used and that they provide good audio and visual evidence.

City Attorney Sandy Gately said that she has personally seen how effective body cameras have been when shown in court where there are controversial versions to an incident.

Chief Gohlke provided a quote from L 3 Mobile-Vision, Inc. for eleven cameras for a total of $4,409.00 and recommended that the Council approve this request.

10) RECOGNIZE RETIRING WASTEWATER DEPARTMENT SUPERVISOR FRED WEAVER

Mayor Chumley presented retiring Wastewater Department Supervisor Fred Weaver a plaque and thanked him for his long dedicated support to the City and citizens of Gatesville. Fred worked for the City of Gatesville for twenty-two years.

11)  RECOGNIZE RETIRING ASSISTANT CITY MANAGER LUIS LOBO

Mayor Gary Chumley presented retiring Assistant City Manager Luis Lobo a plague/clock and thanked Luis for his loyal and dedicated support to the citizens of Gatesville and City Staff. Mayor Chumley spoke of Luis’s many accomplishments during his thirty-three years with the City, and how he has made such a positive impact with every task assigned to him.

Luis thanked the Council and Mayor and reported that over his thirty-three years he has worked for three City Managers, eight Mayors, and sixty-two Council Members.

12) CITY MANAGER’S REPORT

City Manager Roger Mumby reported on the following:

--- The Ozone Machines the City purchased to address the odor problem at the Intermediate and      

     Fort Gates lift stations are controlling the odor problems. There have been no odor

     complaints since the installation of these two units.

 

--- Civic Center update:

--- Some door hardware needs to be installed.

--- Touch up painting needs to be done in a few areas.

---   Installation of an air conditioner is pending.

--- Installation of a gas line is pending.

--- The front sign has been ordered and should be ready within the next month.

--- City Manager Mumby encouraged the Council Members to go and take a look at the progress

Civic Center booking representative Liz Reinhardt reported that the bookings to rent the facility have been steady and there was a brief discussion about events that have already been booked.

 

--- Rotunda asbestos bids are due January 8, 2015.

 

--- Reported that the one bid the City received for replacing the hangar door for Pete Weston

     was way out of budget. This bid has been rejected and the City will soon go out for more
